INDIAN POLICE SERVICE (IPS)

The Indian Police Service (IPS) was formed in the year 1948 with the cadre controlling authority of Ministry of Home Affairs, Government of India with a cadre size of 3549 (as on 1/11/2001). The source of recruitment (in percentage) by direct recruitment 70% (2460 posts) and by promotion 30% (1089 posts) with no lateral entries.

Brief write up on the service outlining the main functions etc. including areas where interaction and coordination with other services is essential:
Sardar Vallabhai Patel, the first Union Home Minister, who felt that no democratic government could be effective without a proper, well-organised, well-educated, well disciplined, well-paid and independent civil service to carry out its will and to advice it on how to give its policies concrete and practical shape, was instrumental in creating the All India Services – the Indian Administrative Service and the Indian Policy Service, in the scheme of Governance under the Constitution of India.

The IPS plays an important role in upholding the law of the land and protecting the unity and integrity of this country. Therefore, the main functions of the members of the IPS, as supervisory officers of the policy forces in India are to lead/command the force with courage, uprightness, dedication and a strong sense of service to the people, endeavour to inculcate in the police forces under their command such values and norms as would help them serve the people better and, in particular, try to inculcate integrity of the highest order, sensitivity to aspirations of people in a fast-changing social and economic milieu, respect for human rights, broad liberal perspective of law and justice, high standard of professionalism, physical fitness and mental alertness.

In addition to leading and commanding the civil and armed police forces in all the states and union territories, the members of the IPS are also leading and commanding the Central Police Organisations like Intelligence Bureau, Central Bureau of Investigation, Border Security Force, Central Reserve Police Force, Indo-Tibetan Border Police, National Security Guard, Vigilance Organisations etc.

The members of IPS also man various positions at managerial/policy making levels in the Ministries and Departments of Central and State governments and public sector undertakings both at centre and states. They also serve in the RAW, Government of India.

In the discharge of their day-to-day duties, particularly in the areas of maintenance of public peace and order, crime prevention, investigation, and detection, collection of intelligence, VIP security, border policing, railway policing, smuggling, drug trafficking, economic offences, corruption in public life, disaster management, enforcement of socio-economic legislation, bio-diversity and protection of environmental laws etc. the members of the IPS are required to interact and coordinate closely with the members of other All India Services and Central Civil Services and also with the Armed Forces.
